Job description: Research and Evaluation Manager (Designated)About the Treaty AuthorityThe Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.The Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.The objects of the Authority’s work are to:

  • Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
  • Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.

About the RoleThe Treaty Authority has a fantastic opportunity available for an experienced manager to lead the Authority’s research and evaluation team, ensuring the Authority’s role in facilitating negotiations is robust and, wherever possible, uses methodologies underpinned by Indigenous paradigms.The ideal candidate will have lived experience and understanding of Victorian First Peoples, along with extensive experience working with First Peoples’ communities, groups and organisations.An integral aspect of the role is developing relationships with experts, Traditional Owners and other parties to contribute to the growth of best practice across First Peoples communities in the Treaty process. This role requires exceptional leadership skills and creativity.The role of Research and Evaluation Manager will suit an individual who is passionate about being part of a Treaty process centred on First Peoples’ self-determination and empowerment, among other principles. They should have strong technical research skills, compassionate interpersonal skills and understand the important role research services will contribute to Treaty negotiations.Key Duties

  • Lead the design and delivery of the Authority’s research agenda and priorities and monitoring and evaluation framework.
  • Support the establishment of external research services, partnerships and agreements.
  • Design and develop research briefs and provide advice on research proposals.
  • Produce high-quality and impactful evidence-based reports and briefing papers that support Treaty negotiations and related processes.
  • Design and manage complex and culturally responsible research projects that are aligned to strategic objectives set by the Members.
  • Develop informed project plans and decisions by undertaking specialised research activities.
  • Manage specific research, analysis and reporting activities to support informed project planning and decision-making.
  • Support understanding and the promotion of Indigenous research methodologies.
  • Oversee research services and support provided to Treaty negotiating parties as requested.
  • Promote cultural safety and intercultural communication.
  • Manage and supervise the Research and Evaluation team and oversee professional development opportunities that will challenge and engage them. Provide coaching and mentoring to the team, ensuring they understand their responsibilities and execute them.

Selection Criteria

  • Lived experience, knowledge and understanding of Victorian First Peoples and proven ability to engage and work with First Peoples are essential.
  • Postdoctoral degree in a relevant discipline is a prerequisite.
  • Experience in a similar research-focussed role, ideally in a not-for-profit organisation.
  • Knowledge and experience in conducting research, preferably within Indigenous research paradigms and a track record in research supervision and publication.
  • Academic supervision experience and the ability to lead independent research programs.
  • A skilled team leader who demonstrates superior verbal and written communication skills.
  • Exceptional interpersonal skills with the ability to build and maintain ongoing relationships and partnerships.
  • An individual who thrives in a dynamic and fast-paced environment, with a high level of flexibility, adaptability and resilience.
  • An ability to work independently, be proactive and collaborate with others.
  • This position will have an ongoing requirement to travel and work across Victoria (both metropolitan Melbourne and regional Victoria) regularly. You will need a valid driver’s licence.
