Job description: About the DepartmentThe role of the Department of Education is to support Victorians to build prosperous, socially engaged, happy and healthy lives. It does this by supporting lifelong learning and healthy development, strengthening families and helping to equip people with the skills and knowledge for a 21st century economy and society.The Early Childhood Education group (ECE) plays a key role in operational policy development, service program design and commissioning to ensure a child and family centred outcomes focused integrated system. ECE oversees and works with partners to support the funded kindergarten sector, regulates early childhood education and care services and implements relevant legislative reforms to create a comprehensive, integrated and equitable system.About the DivisionKindergarten Expansion and Pre-Prep Reform (KEPPR) works collaboratively across the department and with the sector to deliver the Best Start, Best Life preschool expansion reforms. This includes place-based service delivery support and monitoring, support for the ongoing supply of early childhood teachers and educators, and provision planning and delivery support for infrastructure projects.Within KEPPR, the Service Delivery and Engagement Division oversees and supports place-based implementation of Three-Year-Old Kindergarten and Pre-Prep by monitoring supply and demand and providing data, tools and change management support to area teams, and supports strategic consultation and engagement activities. The Service Delivery and Change Management Branch works collaboratively across the Early Childhood Education Group, the Department and with the Early Childhood Sector to:
- Undertake place-based service delivery and monitoring
- Lead change management strategy, engagement and resources
- Deliver the Collaborative Implementation and Improvement Framework and the ECE Leadership Forum
- Plan and deliver Early Years Learning Networks and Early Learning Leadership Forums, and
- Deliver Kinder Kits.
About the RoleThis is a unique opportunity for an experienced VPS4 Project Advisor to contribute to a nation-leading reform in Victoria.You will be working with a dynamic team focused on developing activities that support Early Childhood Education responses to climate change adaptation actions, international delegations, the expansion of kindergarten to three-year-olds and the transition to Pre-Prep in Victoria.These activities will include a mix of internal and external stakeholder engagement (including consultation), policy analysis, and programs and projects that support implementation of the reforms.Key Responsibilities:As a Project Advisor reporting to the Manager Sector Engagement and Improvement, your contributions will be integral to the Division’s strategic goals. You will be responsible for:
- Project management, critical thinking, and problem solving to support project and event activity
- Information management and record keeping to ensure compliance and transparency
- Engaging with internal and external stakeholders, fostering constructive relationships to support policy outcomes
- Providing high quality, timely advice (both written and verbal) to senior decision makers

- Constructive engagement with both internal and external partners
- A strong understanding of government processes and policy frameworks
- Experience in managing projects and delivering events and forums as required.
